<p>The European Commission has put forward a proposal for a European Union rating scheme to help ensure energy efficiency and minimize resource wastage and emissions at data centers.</p> <p>Concurrently it launched a public consultation on minimum energy efficiency standards for data centers across the 27-member bloc.</p> <p>"In addition to using more energy, an increase of data centers could put extra pressure on electricity grids and the use of natural resources, such as water, and contribute to increase carbon emissions", the Commission said in an online statement.

"To limit these impacts, it is essential that data centers are highly energy- and water-efficient and sustainably integrated in the energy system".</p> <p>Covering data centers that exceed 500 kilowatts of capacity, the rating scheme would measure the actual use of energy and water resources.</p> <p>"It will also cover data centers' contribution to the grid such as the reuse of waste heat, the addition of clean energy generation capacities as well as flexibility", the Commission said.

"A striking example: reusing around half of all waste heat from European data centers is the equivalent of the total heating demand of four million households in Europe.</p> <p>"Sustainable, flexible and well-designed data centers that can adjust their electricity use to the grids conditions can help lower the overall cost of the electricity system, improve grid stability and integrate more renewable energy".</p> <p>Ratings would be issued by means of electronic labels.

Labels would be issued to data centers starting August 2027, valid for one year, according to the delegated regulation published by the Commission.</p><div id='newsArticleDianomoAds' style='display:none'><hr style='margin:5px 0px;'><div style='color:#808080;text-align: center;'>Advertisement - Scroll to continue</div><div class='dianomi_context' data-dianomi-context-id='4460'></div></div> <p>The rating scheme builds on Commission Delegated Regulation (EU) 2024/1364, which already implemented a reporting scheme for data center operators.</p> <p>"The thresholds for each indicator have been set based on analysis of the data submitted by data center operators during the first reporting period and assessment of existing legislation, initiatives, benchmarks and standards", the new proposal document says.</p> <p>"The selected indicators and thresholds will be reviewed and may be revised in the future to accommodate technological progress, improve the effectiveness of the scheme and strive for higher sustainability standards", the proposal says.</p> <p>"This regulation is part of an ongoing effort of simplification and harmonization across EU policies.

By leveraging already reported data, it makes sure that no additional burden is put on member states and data center operators", it says.</p> <p>"The rating scheme is intended to harmonize approaches across EU member states and will be used to assess the sustainability of data centers in other EU legislation, including in the Cloud and AI Development Act.

It has also been considered in the review of the Climate and Environmental Delegated Acts under the Taxonomy Regulation", it says.</p> <p>Crafted after public consultation, the new delegated regulation is now subject to a two-month scrutiny period by the European Parliament and the European Council before taking effect.</p> <p>Additionally the Commission said it is "following up to the declaration of intent signed in June 2026, working with data center operators, grid operators, energy providers and public authorities towards a tripartite agreement on data centers in the second half of the year".</p> <p>The consultation on minimum energy standards for data centers ends December.</p> <p>"Tripling our data center capacity cannot mean tripling the pressure on our grids, our water and our energy bills.

That starts with transparency, rating large data centers depending on their impact on our energy system", said Teresa Ribera, Commission executive vice president for a clean, just and competitive transition.

"Efficient, flexible, powered by additional clean energy and reusing waste heat, this is how data centers become an asset for EU's energy transition".</p> <p>On June 3 the Commission proposed the Cloud and AI Development Act, which aims to triple the EU's "data center capacity" over the next five to seven years.</p> <p><em>To contact the author, email jov.onsat@rigzone.com</em></p>
