Europe is expected to spend €500 billion ($571 billion) on climate resilience measures through 2035, according to a fresh analysis by Bloomberg Intelligence.

The figure, which comprises money spent on rebuilding after extreme weather shocks as well as defenses against future climate impacts, reflects how what used to be treated as “one-off disaster repair” is morphing “into a multiyear order cycle,” BI said on Wednesday.

The summer of 2026 laid bare how exposed the fastest-warming continent is to the fallout of rising temperatures, as wildfires, droughts and heat waves impacted commodities supplies, damaged crops and left a dent in productivity. In response, Europe is now broadening its climate spending into a more “structural adaptation cycle” along with efforts to address mitigation and climate disasters, BI said.

The amount of money spent on rebuliding and adaptation in the European Union and UK has more than doubled in each five-year period through 2026 since 2011, according to BI. The European Commission estimated in January that the EU needs to invest €70 billion in climate adaptation each year through 2050. In the UK, the Climate Change Committee has put the equivalent figure at £11 billion.

Against that backdrop, companies set to see a rise in demand include diversified industrials such as Schneider Electric and ABB, which have exposure across multiple adaptation themes, BI said.

Flood protection spending requirements support companies including Marshalls and Acciona, it said. HVAC deployment will be critical to closing Europe’s sizable cooling gap, expanding the addressable opportunity for suppliers from NIBE to Carrier, it said.

Food and agriculture spending will support solutions in climate-smart agriculture, spanning precision farming and climate-resilient crops, BI notes. EU climate law requires all member states to adopt national adaptation strategies, supporting a sustained resilience-investment cycle, it said.
